Who qualifies

The IRS accepts an offer when it believes the amount offered is the most it can reasonably collect. It looks at your equity in assets plus your future disposable income — called your reasonable collection potential. If that is less than what you owe, an offer may make sense. Offers can also be based on doubt that the tax is correct, or on exceptional circumstances.
